I was pissed off and argue with em they said,” well if your car was stolen in 3 more yrs it would of cover it all up but it was stolen with 1 yr so thats why I only got 12 grand & 17 dollars to my sterio”. I argue and said,” How the thiefs gonna know I only had 1 yr, there not gonna care there just gonna steal it when the oppertunity comes”. I told em,” why did you guys never told me first time, plus you people told me it would cover it all up,” Oh… well somtimes our workers forget, sorry”.

Wow. What a question. In the order asked.
1. No.
2. You do without.
3. Rarely do they cover all the bills. Most often, patients pay a pre-negotiated portion – either a set dollar amount of a copay or a percentage.
4. In a perfect world, only doctors and their patients would have say over what treatments are performed. But, since this is by far NOT a perfect world, the insurance companies have the say. The patient doesn't get to choose the more expensive treatment – and the ONLY way it would be covered was if the patient and their doctor(s) can prove beyond a shadow of a doubt that by the insurance shelling out more money up front (in the form of the treatment) they would, in fact, save money in the long run – by not having to pay for complications or repeat proecdures.
If the patient ops to "top up" the treatment, they better have deep pockets because they'll probably end up paying for most, if not all of it.
Your liability insurance carrier would be in total control of the litigation process. They would decide whether to settle, go to court, etc. without any input from you. They would also pay all defense costs.
As Toyota struggles with what one executive called the “chaos” wrought by two simultaneous safety recalls and new concerns over possible brake malfunctions in the top-selling Prius, dealers around the Bay Area on Thursday began refitting the accelerator pedals on affected vehicles.

Generally cigarettes burns will lower the resale value of your car when you return it to get another one, if your car smells like smoke it will also lower it substantially, now if you are selling it yourself i'd say screw it and let the next owner deal with it. If your taking it to a dealership your gonna spend a couple hundred bucks on having it cleaned and reupholstered or you can take a couple hundred bucks in depreciation…..

Are you sure this ordinance goes against state laws? That's highly unlikely. What's "clear" for you might be just an opinion; you need expert opinion from lawyers and lawmakers from your jurisdiction. If that's true then you can ask for the ordinance to be revoked.
But going back to your question "Yes" you can sue BUT that doesn't mean you can win; and for sure a claim like yours against the goverment will last many many years. Your chances would improve if you are not alone on this lawsuit, like a class action suit, and you show that many other people got affected by it. As for the damages you only ask for your accountable economic loses and you need to show "solid" evidence.
FORGET about that "pain and suffering" that's bogus, unaccountable and Judges really hate when people ask for that for no valid reason and no court is going to grant you that just becuase yur business is not doing well.
Let the "pain and suffering" claims for people that really know about "pain and suffering" like a guy that got burned on an industrial accident or a woman psychologically abused and tortured for years by an abusive husband. You being upset for losing money doesn't count as "pain and suffering".
